Faculty Realignment Incentive Program (FRIP) Frequently Asked Questions

  1. I received a FRIP letter, but I am not interested in the program. What action should I take?
    FRIP participation is voluntary. If you are not interested in being considered for the program, no further action is required of you.
  2. I’d like more information on the process being used at ECU.

  3. Where can I find more information on the severance package?

  4. Is the one year of salary taxed at the gift tax rate, i.e., like our summer school pay?
    The payments would be taxed at a supplemental rate. Currently, both existing earnings codes for severance (hourly & flat rate) are taxed at the supplemental rate, 22% for Federal and for 4.85% for North Carolina. The draft Publication 15 for 2024 states the Federal supplemental rate will remain at 22% and NCDOR has already announced a decrease to 4.6%.
  5. I would like to explore this opportunity and find out how it compares to traditional retirement particularly regarding continuing health benefits. Who should I speak with to get more information?

  6. What is the deadline to apply for FRIP?
    January 5, 2024
  7. Is ECU only going to offer it this year or potentially offer it next year at this time?
    Unknown at this time.
  8. How do I know my form has been successfully sent out and received? Is there any way I can check or ask someone?

  9. Can I make the effective date the 2024-25 academic year or even a later academic year?
    Per the Program Summary: “It is estimated that faculty approved for FRIP participation will separate from ECU by August 1, 2024.”
  10. If accepted into the program, can I change the “Requested Early Retirement Date” before I make my final decision?
    Official retirement date will be confirmed upon selection into the program.
  11. Can I apply for FRIP and Phased Retirement if I’m eligible for both?
    No, you will have to choose which program you would like to apply to.  FRIP is not available to a faculty member who is subject to any pending or in-process personnel or benefits action prior to the date of the FRIP offer that would otherwise result in end of employment with the University.
